Background
Cole is half-demon, half-human. His demon mother, Elishevara, who went by the human name of Elizabeth, had been assigned to seduce and manipulate Benjamin Turner, a California statesman. She lived with him for several years as his wife and was shocked to find herself with child. Such a thing should not have been possible without magical intervention, but in January of 1985, a son was born, fortunately for her in human form. Benjamin gave the boy his middle name, Coleridge, but Elishevara named him Belthazor. In 1988, Elishevara's mission was declared finished, and she was instructed to murder Benjamin Turner. Benjamin realized what she was and attempted to flee with Cole, but Elishevara snatched him back and killed Benjamin. Benjamin's soul ended up in the hands of the Triad, and later Raynor.
Elishevara would have killed her child as well, but the Source of All Evil declared him "special" and ordered Elizabeth to return to the Underworld with him. Disgusted by her half-breed son, Elishevara gladly handed him over to Raynor, the leader of the Brotherhood of the Thorn, the Source's inner council, for training. Cole was raised by Raynor with several other young demons the Source had selected. He was tormented mercilessly by the other demons, who taunted him for his human blood and human soul. They would regularly abuse him whenever Raynor's back was turned. Cole learned to hate his human half.
As a member of the Brotherhood, Cole was trained in how to use his powers, martial arts, and magical knowledge. He made his first kill at the age of 10 when several witches were captured and brought before the Source. The young demons of the Brotherhood were ordered to murder them so that they would develop a taste for killing. Cole was the only one who hesitated, and that earned him a severe punishment. After that, he strove to banish his human feelings, telling himself it made him weak. He worked twice as hard to prove himself to Raynor and the Source, learning to be a cold-blooded killer and wracking up an impressive amount of kills.
Where Canon and Cole go separate ways
The Seer, a visionary who served the Source, saw the rise of the Charmed Ones, three powerful witches who would oppose the Source. Their power, the Seer said, would be difficult to overcome, and subtlety would be required. So in preparation, the Source ordered that Belthazor be sent to Fandom High to get back in touch with his human side so that he might be able to use it to his advantage and get close to the Charmed Ones when they were finally found.
Cole was very eager to prove himself as a powerful force of evil. He desperately wanted the approval of his superiors and his peers and resented his father for giving him a human soul and human feelings he didn't want. At Fandom High he linked up with Angelus, seeing him as an authority figure. He was extremely devoted to Angelus, so when Angelus was souled and became Angel, Cole started using any means necessary to restore Angelus. He also stalked and tried to kill Veronica Mars for her part in the souling. Fortunately for everyone, his attempts all backfired -- including a botched love spell that made Angel love everyone and an unintended body swap between the two of them.
However, life among humans was beginning to affect him, especially in the form of Phoebe Halliwell. Without understanding how or why, he fell in love with her. He realized she and her sisters were the Charmed Ones, but he could not bring himself to report back to the Underworld or kill them himself. And he began to realize that if he brought Angelus back, one of his first targets would be any witch in the vicinity who could resoul him. Phoebe, and the realization that he and Angel were more alike than he wanted to admit, were the reasons Cole finally gave up trying to de-soul Angel. He vowed to leave the demon world behind him and become a force for good, and he actually became good friends with Angel. His devotion to Angelus naturally transferred to Angel -- and that in turn became something more complex.
During his senior year at Fandom High, Cole became possessed by the Source of All Evil. While possessed, he seduced Sam Anders. After Cole was vanquished, Phoebe and Sam turned to each other for comfort, and when Cole returned from the Wastelands, they forged a relationship between all three of them (not without difficulty).

In Milieux
In July of 2007, the Seer tricked Cole into taking in the power of the Source again. Once again Phoebe and her sisters were forced to vanquish him. This time he did not escape the Wastelands on his own -- he was pulled out by Vornac, chief among the tormentors of his youth and now leader of the Brotherhood. Vornac tortured Cole physically and with visions of Phoebe and Sam betraying him until Cole went mad. In October he felt a psychic jolt of pain from Phoebe, which gave him the strength to break his bonds and escape.
He tracked Phoebe to Milieux and stalked her and Sam, wanting to kill them due to Vornac's illusions. He strangled Phoebe, and the shock of it snapped him back to sanity. Phoebe recovered, and since then Cole has remained with her and Sam in Milieux, though it took some time for him to be able to be social again.
